Annual Plans of Grama Panchayats in Kerala
Annual Plans are among the most crucial elements in the development and public welfare system of local self-government institutions in Kerala. By implementing decentralized planning through the People’s Plan Campaign, Kerala follows a method where the people themselves formulate projects based on local needs.
The structure, formulation process, and objectives of the Annual Plans in Grama Panchayats can be detailed as follows:
1. Main Objectives
Local Economic Development: To increase local production and employment opportunities through agriculture, animal husbandry, and small-scale industries.
Social Justice and Welfare: To ensure social security through the LIFE Mission housing scheme, pensions, Scheduled Caste/Scheduled Tribe (SC/ST) welfare, women and child development, and welfare for persons with disabilities.
Infrastructure Development: To implement projects for roads, drinking water supply, streetlights, and the modernization of public institutions.
Improvement of Service Sectors: To upgrade the physical infrastructure and facilities of schools, Primary Health Centres (PHCs), and Anganwadis under the Panchayat.
2. Stages of Annual Plan Formulation
An Annual Plan becomes a reality through the following democratic stages:
Ward Sabhas (Grama Sabhas): This is the first step in development planning. Voters of each ward gather to discuss the problems and needs of their locality and submit proposals based on priority.
Working Groups (Expert Committees): Working groups are formed at the Panchayat level for various sectors such as agriculture, health, education, and infrastructure. They convert the proposals from the Grama Sabhas into technically and financially viable projects.
Seminars (Development Seminar): A draft of the projects is discussed and approved during the Development Seminar, which is attended by elected representatives, officials, volunteers, and experts.
Governing Body Approval: Based on the recommendations from the Development Seminar, the Grama Panchayat Governing Body gives final approval to the plan.
DPC (District Planning Committee) Approval: The plan prepared by the Panchayat is submitted to the District Planning Committee (DPC) for technical and legal scrutiny. Once the DPC approves it, the Panchayat receives official authorization to implement the plan.
3. Financial Resources
Panchayats receive funds through various channels to implement their Annual Plans:
Plan Fund: Development funds directly allocated to local bodies by the State Government through its budget.
Panchayat's Own Fund: Revenue generated through building tax, profession tax, license fees, and other service charges.
Centrally and State-Sponsored Schemes: Funds from schemes like the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), LIFE Mission, and Swachh Bharat Mission.
Finance Commission Grants: Funds recommended by the Central and State Finance Commissions (e.g., Tied Grants for drinking water and sanitation).
4. Mandatory Allocations
A specific percentage of the Plan Fund must be mandatorily set aside for certain focus categories:
Women Component Plan (WCP): At least 10% of the project allocation must be set aside for special projects targeting women.
SCP & TSP: Funds must be mandatorily utilized in proportion to the population for the welfare of Scheduled Castes (SCP) and Scheduled Tribes (TSP).
Children, Senior Citizens, and Persons with Disabilities: At least 5% of the fund must be allocated for suitable projects benefiting these groups.
5. Implementation and Monitoring
Approved projects are vigorously implemented starting around October-November and must be completed by the end of the financial year (March 31). Implementing officers, including the Assistant Secretary, Engineers, and Agricultural Officers, are responsible for this. Transparency is ensured through social auditing and beneficiary committees.
In short, rather than leaving decisions solely to the bureaucracy, the Annual Plans of Grama Panchayats represent a transparent development process that ensures direct public participation, fulfilling the objective of "Power to the People."
