Budget Report

Dear friends,

The Annual Budget for 2026-27 has been prepared with the objective of ensuring the welfare of the people by formulating progressive panchayat development projects that incorporate the suggestions and demands of the Grama Sabha for the comprehensive development of the Kuttampuzha Grama Panchayat.

As in previous years' budgets, the Grama Panchayat has been implementing projects emphasizing sectors such as social security, education, employment, agriculture, health, dairy development, animal husbandry, waste management, welfare of the elderly and disabled, youth welfare, SC/ST welfare, women and children's welfare, drinking water facilities, housing for all, and tourism. The Grama Panchayat has been largely successful in achieving its goals and securing excellent results across all these sectors.

Housing and Waste Management

The Grama Panchayat has taken necessary steps to realize the dream of eligible beneficiaries owning a home under the LIFE Housing Scheme. The follow-up activities of this project are being carried out precisely and transparently. The operations of the Haritha Karma Sena, which are instrumental in declaring the panchayat waste-free, are progressing smoothly. Sanitation projects, as well as the conservation of water bodies and canals, are also currently underway.

Health and Palliative Care

In the healthcare sector, priority is given to palliative care activities. Wheelchairs, walkers, and beds are being provided to palliative patients. Additionally, financial assistance and vitamin injections are being provided to dialysis patients. Free medicines are distributed to patients included in the extreme poverty list. Furthermore, medical treatment facilities are arranged four days a week at the sub-centers under the Family Health Centre. Two ambulances owned by the panchayat provide services at very nominal rates. In addition, a 108 Ambulance provides 24-hour service as part of the Kuttampuzha Family Health Centre.

Agriculture and Dairy Development

In Kuttampuzha Panchayat, which is predominantly an agricultural region, projects have been designed to start the production of toxin-free vegetables in every household through various agricultural schemes. The distribution of vegetable saplings and fruit tree saplings is being carried out efficiently. The distribution of required fertilizers to eligible farmers is also underway. Subsidies are being provided to farmers in areas severely affected by wildlife menace to install fencing systems.

By focusing more on the dairy and animal husbandry sectors—which are the main sources of income for the people of the panchayat—we have been able to increase household incomes. Individual beneficiaries are identified and provided with cows, goats, poultry, and buffalo calves. In the agricultural sector, encouragement is given to homestead farming development, along with the distribution of vegetable saplings and pots. Dairy farmers are provided with milk subsidies, cattle feed, and mineral mixtures.

Scheduled Caste (SC) & Scheduled Tribe (ST) Welfare

The Panchayat stands at the forefront of implementing and successfully completing SC/ST welfare schemes. Giving priority to the LIFE Housing Scheme for the welfare of SC/ST communities, laptops and scholarships are also being provided for the welfare of SC/ST students.

Green Village and Sanitation Initiatives

Kuttampuzha Grama Panchayat, known as the eco-friendly "Green Village" of Ernakulam district, has successfully completed the grading of all its institutional units, panchayat schools, and Anganwadis to transform them into "Haritha" (green) institutions. As a continuation of these efforts, the panchayat aims to construct an MCF (Material Collection Facility) building in 2026-27. Additionally, as part of waste management, mini-MCFs, bottle booths, and warning boards have been installed in all wards.

Tourism Development

Projects will be undertaken and implemented for the growth and upliftment of the tourism sector. New projects will be formulated and executed with the support of MP and MLA funds to improve tourism potential in areas like Thattekad, Vadattupara, Mamalakandham, Inchathotty, and Anakayam within the Kuttampuzha Grama Panchayat.

Employment (MGNREGS)

Full employment days are being provided to employment guarantee workers in all wards. Along with this, individual assets such as wells, goat sheds, cattle sheds, and poultry coops are also being constructed by incorporating them into the MGNREGS scheme.

Welfare of the Elderly, Women, and Children

Excellent projects for the elderly, women, children, and differently-abled individuals have been included in this annual budget. A project called "Cattil" (Cots for the Elderly) is currently being implemented, and allocations have been made in the budget to continue this scheme.

Infrastructure, Water Supply, and Public Utilities

Along with setting aside the necessary funds for office operations and essential duties, the budget has allocated funds for new responsibilities that the panchayat must undertake in the changing scenario, particularly in the sectors of sanitation and drinking water availability. The panchayat has taken up the task of providing the unavoidable needs of the people—such as housing, food, drinking water, and health—with urgent priority. Clean water is being supplied to various parts of the panchayat through pipeline extensions and water tankers. Funds have also been allocated in the budget for the renovation of assets, construction of new roads, and maintenance of streetlights.

Culture and Sports

To preserve traditional tribal art forms like Kummiyadi, Kennanchikuthu, Mannankoothu, Vedankali, and Kunchivandu and pass them on to the new generation, a program named "Oorattam" is being organized in a colorful manner, jointly undertaken by the Kuttampuzha Grama Panchayat and the Ernakulam District Panchayat. Based on the suggestions of the youth, playground construction is underway at Pinavoorkudi, Kuttampuzha, Vadattupara, Urulanthannee, and Koovappara. Subsidies are also being provided for self-employment schemes aimed at the empowerment of women.

Maintaining the excellence achieved in project implementation during previous years, and by including even better projects in this budget, let us join hands and work together with one mind and greater strength for the welfare and progress of the people of the Grama Panchayat.
